Hiyoko, a girl who hopes to enter an art university, runs away from her home because her father clears out a painting drawn by her deceased mother. With no place to go, she wounds up in the stadium "Asylum", where people live in tents as hand-to-mouth existence. There, Hiyoko meets Akira, the leader of street children. In the name of beautification of the city, the police department decide to demolish the stadium. To protest, inhabitants of Asylum decide to hold a street culture event...
